Norristown man sent to prison for sexual abuse of two underage girls

NORRISTOWN — A Norristown man will spend up to 14 years in prison for sexually abusing two underage girls in the borough.

Andrew Wayne Lochetto, 39, of the 500 block of Church Street, was sentenced in Montgomery County Court to 6-to-14-years in a state correctional facility on charges of involuntary deviate sexual intercourse with a child under 16, indecent assault of a child under 13 and endangering the welfare of children in connection with incidents that occurred between 2015 and 2022 when the girls were in his company at various locations in the borough.

Judge Steven T. O’Neill convicted Lochetto of the charges during a nonjury trial at which Lochetto stipulated to certain facts contained in a criminal complaint filed by Norristown police.

O’Neill also ordered Lochetto to complete four years of probation consecutive to parole, meaning Lochetto will be under court supervision for 18 years. Lochetto will be placed on sex offender supervision during the parole and probationary periods.

The judge said Lochetto must undergo a psychosexual evaluation and comply with all treatment recommendations. Lochetto is prohibited from having contact with the victims and other minors.

Additionally, Lochetto faces a lifetime requirement to report his address to state police to comply with Pennsylvania’s Sexual Offender Registration and Notification Act, previously known as Megan’s Law.

Assistant District Attorney Meghan Bernadette Carney prosecuted the case and sought the prison term against Lochetto. Lawyers from the county public defender’s office represented Lochetto during the court proceedings.

An investigation began in May 2022, when Norristown police received information that a 13-year-old girl disclosed to others that she had been sexually assaulted multiple times by Lochetto when she was in his company at various times between 2015 and 2022 at two residences in the borough. The girl reported being about 7 years old when the first incident occurred.

During the investigation, police received information that Lochetto had indecent contact with a second girl who was 9 years old when she was in his company at a location in the borough. Authorities alleged Lochetto indecently touched the girl.

Other charges of corruption of minors were dismissed against Lochetto.
