The Supreme Court ruled a President cannot be charged with any crime as long as those actions were taken while carrying out the official duties of the Presidency as defined in the US Constitution. If not for this ruling, Biden would be charged with facilitating the deaths of 13 US troops during his botched Afghanistan withdrawal, and as an accomplice to the dozens of murders committed by the illegals he let walk into this country.

It always has been an assertion that courts and the administration can read whatever they like into otherwise clear words.
